What is the Joint Accident Prevention Committee (JAPC)?
In PCCCD (Clerks' Contract) and PCLCD (Longshore Contract) Section 16.14, "the Employers will maintain, direct and administer an adequate accident prevention program in keeping with changing conditions in the Industry." In Section 16.15, "the Union will cooperate in this program and develop and maintain procedures to influence all clerks to cooperate in every way that will help prevent industrial accidents and minimize injuries when accidents occur." The Union, PMA and the companies in the Harbor meet monthly to make our environment a safer place. Quarterly, we review accident analysis, which helps us focus on safety problems on the docks. On the Local 63 website Safety page, I will be able to pass on to the Membership things for us to do to stay safe.

In JAPC Minutes of Dec 3, 2009, bottom of page 2, we discussed PCMSC Rule 907, "shall set brakes and shut off motor when leaving vehicle." The accident analysis always shows trucks running over their operators. The Companies have agreed that the computers will continue to run after the ignition is turned off. As you can see, the computer issue has been taken care of. It it's not working properly, RED TAG it. Companies do want them working properly; they also want us to turn off trucks when we get out of them.
